Does a country's domain stay home?

This project began with a single observation: a .uk server hosted in Amsterdam, with rules naming German law. Here is that question asked of every country at once.

Of 49,378 servers, 8,750 carry a suffix that asserts a country at all. The rest are on .com, .social, .org and the other generics, which assert nothing — and neither do .io, .ai, .me or .co, which are country codes sold worldwide to people with no connection to the country.

Where a suffix's servers actually are

"At home" is the share of that suffix's servers whose origin we resolved inside the same country. The percentage excludes servers we could not resolve at all, which are listed separately — attributing a hidden origin to the suffix's country would manufacture exactly the agreement this measures.

Russia keeps 88% of its domains at home; European Union keeps 0%. The spread is not random — it tracks whether a country has cheap, well-known domestic hosting. A country whose community servers are mostly abroad has its online speech governed, in practice, by somebody else's infrastructure and somebody else's law.

The European Union is a suffix, not a place

.eu is the clearest case in the table: every one of its domains asserts the EU, and none of them can be "hosted in the EU" as a country, because the EU is not one. It is a useful reminder that a suffix is a purchase, not a location — which is the whole reason this site resolves hosting independently instead of reading the name.

Taken together, 17,260 servers have either no jurisdiction or no single one. Every tracker in this space publishes exactly one country per server. For a third of the network, that number is manufactured.
